The Culture and Leisure Staff functions as the internal support function within the administration. We work together with other support functions in the organization to ensure that the operations have the best possible conditions to meet the needs of the citizens. The Culture and Leisure Staff is responsible for the administration's internal support functions within HR, finance, communication, IT, political processes, case management, local strategy, quality work, and follow-up.

The Position and Responsibilities

We are looking for a local strategist for the Culture and Leisure Administration who wants to work with strategic and operational local supply for the administration's activities.

The position is placed in the finance unit within the administration's staff and is a temporary position for 1.5 years, as the current employee is studying. In this role, you will work to ensure that the operations have suitable, cost-effective, and sustainable premises. The work spans from long-term planning to operational support in daily work and takes place in close collaboration with managers, operations, and other administrations within the municipality.

Your main responsibilities:

  • work with local needs planning and investment planning as a basis for the administration's local supply
  • participate in processes for new and renovation of premises and facilities, from early planning stages to implementation
  • provide operational support to managers and operations in local management issues and function as a system support
  • follow up and analyze local costs and contribute to budget and forecast work related to premises
  • develop and follow up routines and processes for local use and local planning within the administration
  • collaborate with the Technical and Property Administration and external parties on local-related issues.

In this role, you will have many points of contact and work both independently and together with others. The assignment requires a structured working method and a good ability to balance the needs of the operations with economic and long-term perspectives.

We Offer You

You will be part of the finance unit within the Culture and Leisure Administration's staff. Here, accounting economists, finance assistants, controllers, finance managers, and two association consultants work closely together. The unit has a shared responsibility to provide the operations with qualified and operational support. The work has a continuous focus on development, including related to governance, follow-up, and long-term planning, where local supply issues are an important part.

You Who Apply to Us

We are looking for someone with a degree in, for example, property management, property economics, urban planning, or engineering, or other education that the employer assesses as equivalent. Alternatively, you have equivalent knowledge acquired through work experience in property management, local supply, project management, or related fields.

Other Requirements:

  • Experience working in Swedish, both spoken and written, in a professional role, as the position involves producing written materials, analyses, decision support, and collaboration with various functions.

We consider it an advantage if you have:

  • Experience working with local supply, property issues, or planning, preferably within the public sector.
  • Experience working with investment plans or equivalent.
  • Experience developing and implementing routines or processes.

To succeed in the role of local strategist, you need to work in a structured manner and have the ability to plan, follow up, and prioritize tasks over time. The assignment involves managing several parallel processes, such as local needs planning, investment issues, and follow-up of local costs, which requires order, clarity, and a working method where materials and decisions are documented systematically. You work results-oriented by driving issues forward towards decisions and implementation, focusing on the needs of the operations, timelines, and economic conditions.

The role also requires a collaborative and analytical ability. You collaborate daily with managers, operations, the Technical and Property Administration, and other actors, which requires you to work together with others to reach common solutions. At the same time, you need to be able to analyze local needs, costs, and consequences, weigh different options against each other, and produce materials to support decisions at both operational and strategic levels.
